No idea why there are no hot keys, but you can bind a hotkey to bring up the light adjustment menu, to do it quickly. I suspect if enough people ask for it they could consider changing it. Might check out the SCS Forums. Go for it if you'd like to have the feature. Never hurts to ask.
For over-size/over-weight cargoes you would use Beacon lights (default O key). The Emergency Flashers (default F key) are not for use while driving, rather, when manuevering or parked to indicate that you may be a hazard to the traffic around you.
